June 10, 1993 5000-93-0044 C321-93-2169 U. S. Nuclear Regulatory Commission Att:

Document Control Desk Washington, DC 20555 Gentlemen:

Subject:

Oyster Creek Nuclear Generating Station Docket No. 50-219 Regulatory Guide 1.97 - BWR Neutron Flux Monitoring Your letter dated April 7,1993 transmitted the Staff's decision.concerning Regulatory Guide (R.G.) 1.97 BWR neutron flux monitoring instrumentation. The Staff had concluded that Category I neutron flux monitoring instrumentation is not needed for existing BWRs to cope with a loss-of-Coolant Accident, Anticipated Transient Without Scram or other accidents that do not result in' severe core damage conditions.

The Staff's conclusion is based on the information provided in NED0-31558,

" Position on NRC Regulatory Guide 1.97, Revision-3, Requirements for Post-Accident Neutron Monitoring System." NED0-31558, which was submitted by BWR Owners Group, proposed alternate criteria for neutron flux monitoring instrumentation in lieu of the Category 1 criteria stated in R. G. 1.97.

Your letter requested GPU Nuclear review the neutron flux monitoring instrumentation against the criteria of NED0-31558 to determine whether the instrumentation meet the criteria, and provide a letter to the Commission documenting the results of the review.

We are in the process of evaluating our_ compliance to the criteria. The evaluation includes review of the uninterruptible and reliable power sources which are recommended by the NED0 document.

GPU Nuclear plans to submit,.by September 1, 1993, the results of-our l

evaluation and corrective measures, if any, or provide supporting justification for deviations from the NED0 criteria.
