Docket Nos. 50-220

50-410

Mr. B. Ralph Sylvia

Executive Vice President

Nuclear Operations

Niagara Mohawk Power Corporation

301 Plainfield Road

Syracuse, New York 13212

Dear Mr. Sylvia:

l

SUBJECT: COMBINED INSPECTION REPORT NOS. 50-220/93-05' AND 50-410/93-05

,

This letter refers to the announced safety inspection conducted by Mr. A. L. Della Greca of

,

this office on March 29 through April 2,1993, at the Nine Mile Point Nuclear Station, in

3

?

Scriba, New York. Mr. Della Greca discussed the inspection findings with Mr. K. Dahlberg .

and other members of your staff on April 2,1993.

l

The inspection was directed toward areas important to public health and safety. The areas

examined are described in the report that is enclosed with this letter. Within this area, the

inspection consisted of selective examinations of procedures and representative records,

interviews with personnel, and observations by the inspectors and included the quality of the

,

instrument air that is supplied to their respective safety-related components. The inspection -

'

also included a review of your corrective actions to address two previously identified open

issues.

Our review identified no areas of concerns with the Unit 2 instrument air system and noted a

good reconstitution effort for the Unit I system. However, for Unit 1, added attention is

required in the area of document control. In addition, an evaluation for the maximum

allowable particle size for the Unit 1 air system needs further evaluation. These two issues

will be reviewed during a future inspection of your licensed program.
