License Change Application (LCA) 232, Supplement 1 - L; Relocation of Radiological Effluent Technical i Specifications (RETS) in Accordance with Generic Letter 89-01 =l By letter dated April 1, 1993, Portland General Electric Company (PGE) .l submitted LCA 232 which proposed to remove the RETS from the-Trojan Technical Specifications and relocate them to the Offsite Dose-Calculation i' Manual and Process Control Program.'This change was proposed'in'accordance with Ceneric Letter 89-01, " Implementation of Programmatic-Controls for Radiological Effluent' Technical Specifications in the Administrative Controls Section of the Technical Specifications and Relocation of Procedural Details of RETS to the Offsite Dose Calculation Manual or
- j Process Control Program".
l} i -In conjunction with relocating the RETS, LCA; 232 also. proposed changing the ; required frequency for submittal of the Radioactive Effluent Release Report-l from semiannually to annually. This proposed change is consistent with-an j ~ amendment to the requirements of Title 10 to the Code of Federal Regulations, 3 Part 50.36a (10 CFR 50.36a) made in 1992 to reduce the regulatory burden on licensees (57 FR 39353, August 31, 1992). i Subsequent to the April 1, 1993 submittal of LCA 232, it was found that one l additional Trojan Technical Specification, which was not included in the LCA,. references the semiannual Radioactive. This page should be included as part 1 of Attachment II to LCA 232, which was submitted April 1, 1993. PGE has reviewed this change with respect to the No Significant Hazards Consideration Determination and Environmental Impact Determination of LCA 232, and found -i that this change does not alter their conclusions. j Also attached is one signed copy of a Certificate of Service for this . letter to the Chief Executive of the County in which the facility is located and to the Director of the State of Oregon, Department of Energy. i i Sincerely, i 1 S.M.
