Relocation of. Radiological Effluent Technical Spec 1Lications.(RETS lin_AccDIdance with Generic _letler._B9-Q1 Attached is LCA 232 requer+ing amendment of Operating License NPF-1.

This LCA proposes to remove the RETS from the Trojan Technical Specifications and-relocate them to the Offsite Dose Calculation Manual and Process Control Program. This action is proposed in accordance with the guidance provided in. Generic Letter 89-01, " Implementation of Programmatic Controls for Radiological Effluent Technical Specifications in the Administrative Controls Section of the Technical Specifications and Relocation of Procedural Details of RETS to the Offsite Dose Calculation-Manual or Process Control Program".

In conjunction with relocating the RETS, this LCA also proposes to change the required frequency for submittal of the Radioactive Effluent Release Report from semiannually to annually. This change is consistent with an amendment to the requirements of Title 10 to the Code of Federal Regulations, Part 50.36a (10 CFR 50.36a) made in 1992 to reduce.the i

regulatory burden on licensees (57 FR 39353, August 31, 1992).

Attachment I provides a description of the changes, reason for the changes, and the no significant hazards consideration determination.

Attachment II is a copy of the current Technical Specification pages with the proposed changes annotated.

It should be noted that Portland General Electric Company (PGE) has ceased operation of the Trojan Nuclear Plant and the reactor has been-defueled. An LCA has been~ submitted to amend the Trojan Operat.'.ng License to a Possession Only License. After Nuclear Regulatory Commission approval, PGE will revise the Offsite Dose Calculation Manual to reflect the permanently defueled status of the Plant, r

Also attached is one signed copy of a Certificate of Service for LCA 232 to the Chief Executive of the County in which the facility is located and to the Director of the State of Oregon, Department of Energy.
