By letter dated December 30,

1992, Duquesne Light Company submitted Technical Specification Change Request (TSCR) Nos. 205/71 which would permit steam generator tube sleeving in accordance with the Westinghouse and the Babcock and Wilcox (B&W) processes. - The B&W

'l process involves the methodology described in an NRC approved topical-report.

The Westinghouse process'would be performed in accordance-with the methodology detailed in WCAP-13483, Revision 1,_" Beaver-Valley Units 1 and 2, Westinghouse Series 51 Steam Generator Sleeving i

Report, Laser Welded Sleeves,"

for which we requested approval.

g During the TSCR review process, we have been in contact with the NRCE

staff to address their - various concerns related to. approving the r

Westinghouse methodology.

In discussions with the NRC staff, it was stated that the NRC position for evaluating the steam generator sleeve imperfection depth l

requires that Westinghouse use design criteria in lieu of repair criteria.

In using the design criteria, Westinghouse has' determined that the sleeve repair / plugging limit is reduced from the 31 percent provided in-our original submittal to 25 percent..Therefore, this letter requests that the NRC replace the previous-value with this new'

value and continue their review-of the ' Westinghouse methodology accordingly.

l Our response to an NRC request for additional-information on this l

subject was provided to document discussions with NRC staff members-on March 10, 1993.

Please note that this letter was dated-incorrectly and should_ have been_ dated March 12, 1993,- instead of March 12,-1992.
