Enclosed please find four copies of a report on the potential liquified natural gas (LNG) hazards to the Calvert Cliffs Nuclear Power Plant (CCNPP) site, which may result when Columbia LNG Corporation resumes operation at its Cove Point facility.. The CCNPP site includes the newly completed and licensed Calvert Cliffs Independent Spent Fuel Storage Installation (ISFSI). The report was prepared for Baltimore Gas and Electric Company (BG&E) by Arthur D. Little, Inc., a recognized authority in LNG research and development. The State of Maryland co-sponsored the new LNG hazards study and actively participated in the review and approval of the final report.
The Cove Point LNC Terminal is located approximately four miles south-southeast of the CCNPP site. The Terminal was built in the 1970s and operated for two years between 1978 and 1980 before it ceased operation for commercial reasons. By letter dated February 26, 1993, Columbia LNG applied for restart approval from the Federal Energy Regulatory Commission (FERC)
(Reference a). According e Columbia LNG, fall 1994 is currently the earliest projected date for restart.
In the summer of 1989, upon learning of Columbia LNG's intention to restart the Cove Point Terminal, BG&E reviewed previous LNG hazards analyses and related commitments to the NRC.
At that time, BG&E decided, as a conservative measure, to perform a new LNG hazards analysis to reflect current regulatory requirements using up-to-date statistical ir. brmation and state-of-the art analytical models.
The new hazards analysis confirms the conclusion; of the previous analyses (References b, c, d, c) that the operation the Cove Point facility will not present any undue hazards to the CCNPP site.
Nevertheless, BG&E will restore all suspended activities (Reference f), required by the Calvert Cliffs

LNG Ccmtingency Plan (Appendix A of the Emergency Response Plan, previously Appendix H),

Document Control Desk June 7,1993 Page 2 things, previous Coast Guard operations plan included an administrative limit to prevent laden LNG carriers from approaching CCNPP and to use the most direct route to Cove Point that can be safely executed.
In addition, BG&E is developing new Emergency Action Ixvels (EALs) that will enhance response to accidents imolving LNG operation at the Cove Point facility. The new EALs are being developed as part of the revision to the CCNPP EALs to reflect the scheme addressed in NRC Regulatory Guide 1.101, Revision 3 (Reference g). Baltimore Gas and Electric Company plans to implement the revised EALs in January 1994.
l This submittal fulfills the commitment made by BG&E, during the ISFSI licensing process, to provide the NRC with the new LNG hazards analysis (which was in progress at the time) at least 60 days prior to the restart of the Cove Point facility (Reference b). Additionally, per NRC's June 9,1981, request (Reference f), BG&E hereby notifies the Commission of the potential resumption of LNG ship traffic in the Chesapeake Bay near Cove Point, Maryland.
