In the letter to TV Electric transmitting NRC Inspection Report Nos.

50-445/92-30: 50-446/92-30 (Reference 1), the NRC discussed an inspector identified weakness in the implementation of the CPSES Fitness-for-Duty Program.

The weakness ir.<olved the potential for early notification of some CPSES employees selected for random drug testing while working backshifts.

TU Electric responded to the NRC regarding this weakness in its letter of

.i September 16, 1992 (Reference 2).

Subsequently, NRC Region.IV requested additional, more specific information concerning TV Electric's corrective.

actions for this weakness (Reference 3).

In response to the NRC request, changes made to CPSES procedures to ensure notification confidentiality are documented in CPSES Procedure Change Notice PCN-STA-910-R2-2.

This PCN added specific notification instructions to Station Administrative Procedure STA-910 (Rev. 2), " Fitness-For-Duty-Program".

Procedure STA-910, section 6.8.4 " Selection and Notification 'of.

Testing Dates and Personnel", was' revised to provide additional instructions for supervisors to ensure notification confidentiality.

The subject PCN was-approved August. 27. 1992 and became effective September 9, 1992.

f In addition to the PCN to procedure STA-910, the Department Manager of the personnel involved in the observed weakness instructed his supervisors on the correct method for notifying individuals of random testing without jeopardizing the " unannounced" aspect of testing.

Other departments which may require notification of personnel under similiar circumstances (i.e.,

personnel working backshif ts) were evaluated with respect to.the' observed notification weaknesses; no other instances of the weakness were found in other departments.

Finally, the proper method for notifying individuals'_ of random drug / alcohol testing was emphasized in Fitness-For-Duty Supervisor Training.
