Braidwood Nuclear Power Stations Units 1 and 2 Braidwood Station Security Plan NRC Docket Nos. 50-456 & 50-457 TAC Nos.*'6]i215/65276 Enclosed is the original and three (3) copies of Revision 28 of the Braidwood Nuclear Power Station Security Plan. Commonwealth Edison Company (CECO), Braidwood Station has made a decision to reconfigure its access facility.

The purpose of this reconfiguration is to focus the ingress screening area to one location for all access.

This will provide for a cost benefit to CECO as well as effectively utilize security personnel for access control.

CECO is requesting formal approval to modify Braidwood's approved Security Plan Figures 6-1 and 5-15 to reflect these changes.

The change involves the face of the southwest side of Braidwood's access facility.

The doors of the section will be modified to form a barrier similar to the existing wall.

The current barrier is constructed of concrete, 4

concrete block or concrete block and brick. All portions of the barriers are constructed from floor to ceiling and present a formidable deterrent to anyone attempting unauthorized or undetected access.

Penetrations of 96 square inches or greater that exist for ventilation ducts or pipes will be equipped with accepted barrier material to reduce the opening (s) to less than 96 square inches.

The " bricked in" doorways of the southwest side of the access facility'and the area which continues inside the gatehouse to the exit turnstiles does now-form the Protected Area (PA) barrier, This area, as.previously agreed to by NRC Inspectors, will not have a perimeter intrusion detection system (PIDS) or an isolation zone associated with its configuration.

The new barrier (southwest front wall) and existing inside barrier'(wall) will not allow unauthorized or undetected access to the PA.. An attempt to drill. cut, chisel or break through the barrier will be detected / observed.

A camera will be mounted on the south face of the gatehouse overlooking the west end (new PA boundary) of the building. Additionally, the camera will provide enhanced coverage for the existing microwave zones of vehicle search and the warehouse delivery area.

Response to unauthorized activity will be in-the same manner as other dispatches from the security control centers.

A meeting in October of 1992 with NRC Inspectors at the Regional Headquarters took place to discuss this approach in which verbal concurrence was obtained. Additionally, a site visit in January of 1993 by the Region III Plan Reviewer took place by which agreement was also reached. As a result, this requet. is being submitted as a 50.54(p) change to the approved Braidwood Security Plan.

In addition, this revision reflects the current station organizational structure as it applies to the Security Department.

Pursuant to 10CFR 50.4, the signed original and three copies of the security plan revisions are being provided to your office.

A copy of this letter and two copies of the security plan revisions are being sent to Region III.

He have concluded that these changes do not decrease the safeguards effectiveness of the plan. These enclosures contain Safeguards Information which must be protected from public disclosure pursuant to 10CFR 73.21.
