Enclosed is the report of the announced, May 4-6,1993 inspection, led by Mr. J. Lusher, of
,
Seabrook Station Emergency Preparedness (EP) and of the partial-participation, annual EP
exercise. Our inspection findings were based on inspector observations, discussions with

your staff, and document review. At the end of the inspection, the preliminary NRC
.
findings were discussed with you and members of your staff.

Overall, the on-site response to this exercise scenario was very good. In the Simulator
.l
Control Room, excellent use of the Emergency Operating Procedures (EOPs) was evident,
j
and there was excellent teamwork and group discussion of actions to mitigate the simulated
i
accident. The most significant area fo: potential improvement was communications between -
[
the Site Emergency Director and the Operational Support Center, in order to minimize delays-
i
in team deployment. Also, the on-site Emergency Response Organization did not recognize
a
the potential for radiological contamination due to rain-out of released radioactivity and
spread via the ventilation systems.
