Dear Mr. Link:

Enclosed for your review prior to our scheduled meeting of June 17, 1993, is the Initial SALP 10 Report for the Point Beach Nuclear Plant, covering the period February 1, 1992, through March 31, 1993.

In accordance with NRC policy, I have reviewed the SALP Board Assessment and concur with their ratings.

It is my view that your overall conduct of nuclear activities in connection with the Point Beach facility improved and was good.

Programs to improve performance initiated by Wisconsin Electric Power Company's senior officials appear to be showing positive results.

I encourage Wisconsin Electric Company to continue these initiatives. While one functional area declined in performance, three other functional areas exhibited improvement.

Specific highlights of the report are as follows:

1.

Safety Assessment / Quality Verification area was good and improved to a Category 2 rating.

Initiatives to minimize shutdown risk and resolve emergent technical issues were positive.

In addition, " vertical-slice" audits by Quality Assurance were effective. On the other hand, the focus of the Managers Supervisory Staff meetings and the adequacy of corrective action prioritization were not consistently effective.

Performance in the area of Radiological Controls was excellent, improving to Category 1.

Strong management support in implementing the g '

as-low-as-reasonably-achievable (ALARA) program and improving the radiological conditions in the auxiliary building were significant contributors to this improvement.

Collective exposure continued to decline as a result of effective planning and conduct of work activities.

Maintenance / Surveillance activities maintained a Category 2 rating and exhibited an improving trend.

Improvements were noted in management oversight during conduct of complex evolutions and during refueling outages. The experience level and qualification of the staff remained a strength.

Personnel errors, however, continued as a weakness from the previous assessment period indicating that more attention to the root l

cause of this problem is warranted. Also, the lack of detailed procedures in some areas and inconsistent procedure implementation continue to be problems.

Management was not fully effective in resolving a previously noted declining trend in Plant Operations.

Specifically, performance in this area declined to Category 2 primarily due to the continuance of significant personnel errors and inconsistent management oversight.

However, it should be noted that operator response to events and management initiatives to minimize shutdown risks were strengths and were considered excellent. As in the area of maintenance and 1

surveillance more attention to the root cause of the personnel errors is warranted.

Performance in the area of Engineering / Technical Support showed improvement and was rated Category 2.

Management addressed previously noted weaknesses by increasing staffing, improving safety evaluations -

for modification packages and demonstrating a more proactive approach.

Remaining challenges include work prioritization and controls.

The Emergency Preparedness and Security areas were rated Category 1 and Category 2 respectively. The area of Emergency Preparedness remained excellent due to strong management support for the program and excellent exercise performance.
