50-410/93-06 This refers to the results of the routine resident safety inspection conducted by Messrs.

W. Schmidt, R. Plasse, and W. Mattingly from April 11 through May 8,1993, at Nine Mile ! Point Units 1 and 2, Scriba, New York. Mr. Schmidt discussed the inspection findings with members of your staff at the exit meeting conducted on May 24,1993. > . This inspection was directed toward areas important to public health and safety. The enclosed } NRC Region I Inspection Report describes the areas examined during the inspection. Within these areas, the inspection consisted of observation of activities in progress, interviews with a personnel, and selective examinations of procedures and representative records. Your staff safely completed a refueling outage at Unit I demonstrating strong outage planning and management control. Control room staff performance and management involvement in the day-to-day operation at both units continue to be strengths. However, the report details an inadequate equipment isolation at Unit 1 and poor configuration control practices at Unit 2. These issues were of low safety significance, but continued to be indicative of personnel inattention to detail during routine tasks. Your staff aggressively implemented appropriate initial corrective actions and are actively implementing a root cause analysis.

The report also notes that you are no longcr leak testing the Unit 2 suppression pool vent and purge isolation valves following use and have reverted to the normal Technical Specification ! required testing on these valves.
