SUBJECT: NRC INSPECTION 50-458/93-15 _t This refers to the inspection conducted by Dr. D. Blair Spitzberg and i Mr. Jack M. Keeton during the period May 10-14, 1993. The inspection: included
a review of activities authorized for your River Bend Station facility. At the conclusion of the inspection, the findings were discussed with Mr. J. Schippert and members of your staff identified in' the enclosed report. ! Areas examined during the inspection are identified in the report and include I a review of the operational status of the Emergency Preparedness Program. Within these areas, the inspection consisted of selective examination of- . procedures and representative records, interviews with personnel, and observations by the in:,pectors. The inspection findings are documented in the - j enclosed inspection report. - , Within the scope of this inspection, no violations or deviations'were 1 identified. One weakness was identified during walkthroughs with operating ' ! crews and is discussed in Section 5.1.2 of-the enclosed inspection report- . The weakness related to problems observed in the transmission of emergency _ notification messages using your Emergency,_ State, and Parish notification system. Weaknesses according to 10 CFR Part 50, Appendix E.IV.F.5, are inspection findings that need to be corrected by the licensee. 'You are , requested to provide this office with a description of your corrective , measures and your schedule for completing these actions within 30 days after receipt of this letter. , In Section 4.1 of the enclosed inspection report, we identify an Inspection Followup Item regarding whether, under your new organizational structure, future audits of emergency preparedness will be performed by organizations and individuals who are sufficiently independent of those responsible for implement ation of - the emerge- waparadness program. We request that you
