RESPONSE TO THE 1991 PRESSURIZED THERMAL SH0CK (PTS) RULE, 10 CFR 50.G1, CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT NO. 2 (TAC NO. M82505)

By letters dated December 13, 1991, and May 22, 1992, Baltimore Gas and Electric Company (BG&E) responded to the requirements of paragraphs (b)(1) and (b)(4) of 10 CFR 50.61, " Fracture Toughness Requirements for Protection Against Pressurized Thermal Shock Events." The projected values of RT the reference temperature calculated by the method given in paragraph (b)($,of 10 CFR 50.61, were provided for the Calvert Cliffs Nuclear Power Plant, Unit _

Nos. I and 2, vessel beltline materials' as required by paragraph (b)(1) of the rule.

By letter dated July 15, 1992, the NRC staff provided the results of its review which were detailed in the Safety Evaluation provided as an enclosure to the letter. The staff noted that the Unit 1 RT value will exceed the screeningcriteriapriortotheexpirationdateofitscorrentlicenseand that, in accordance with paragraph (b)(4) of-10 CFR 50.61, BG&E's plans for further flux reduction were provided. The staff further indicated that its review of Unit No. I was complete; however, additional information, which was identified in an enclosure to the letter, relating to maurial chemistry for Unit No. 2 was needed for the staff to complete its review of the Unit No. 2 vessel.

By letter dated February I'6,1993, BG&E provided the requested information relating to the material chemistry for Unit No. 2.

BG&E provided its best estimate for the amount of copper end nickel in weld seams 2-203-A, B, and C' as requested by the staff. The NRC staff has concluded, as detailed in the enclosed Safety Evaluation, that sufficient information from welds that are similar to weld seams 2-203-A, B, and C have been provided by BG&E to support its best estimate values of 0.16% copper and 0.10% nickel for the subject weld seams.

The NRC staff further concluded that the reported material chemistry, irradiation temperature, and neutron fluence reported for Calvert Cliffs, 9

Unit No. 2, indicates that the reactor vessel will remain below the PTS screening criteria for a period' exceeding 20 years beyond its corrent 40-year operating license.

This completes our action related to the subject TAC number for Unit No. 2.
