SUBJECT:
DISF3SITION OF LICENSING ACTIONS ASSOCIATED WITH PERMANENT CESSATION OF TROJAN NUCLEAR PLANT OPERATION.
This letter closes all NRC activities on certain licensing actions related to Trojan Nuclear Plant (TNP). These items were required when TNP was an operating plant and were initiated by the NRC.
By letter dated March 24, 1993, you provided a list of Technical Assignment Control (TAC) items that were opened for licensing actions and recommended resolution and closing of these TACs.
Your justification for this recommendation was based on the decision of Portland General Electric Company (PGE) to permanently cease operation of TNP.
The NRC reviewed the list of TACs and conducted an independent evaluation of the open actions to determine tt.t. safety significance of the individual actions in terms of defueled plant operation. The NRC evaluation concluded that certain existing open actions can be closed. contains the list of TAC numbers and a brief description of each item that will be closed by this letter. The NRC staff has stopped all review activities for these TACs.
As you are aware, TNP was shut down on November 11, 1992.
In January 27, 1993, PGE decided to permanently cease operation of the TNP.
By letter dated c
January 27, 1993, PGE submitted a license change application requesting that the TNP Operating License be amended to a Possession Only License (POL).
In addition, by letter dated February 2,1993, PGE informed the NRC that the reactor fuel has been permanently off-loaded from the reactor vessel and placed in the spent fuel pool.
By letter dated February 17, 1993, PGE certified to the NRC that fuel would not be moved oack into the Trojan Containment Building without prior NRC approval.
The NRC staff issued a Confirmatory Order on March 24, 1993, to prevent transfer of fuel to the reactor building without NRC approval and issued a POL on May 5, 1993.
Based on the information provided above Trojan is now legally prohibited from operating.
Therefore, the TAC-items related to continued plant operation can be closed because they do not affect the safety of TNP in its current non-operating defueled condition.

The NRC staff has decided to close TAC M83941 and open a new TAC in response to your April 15, 1993 response to NRC Generic Letter 92-08, which containsBulletin 92-01 evaluations. contains the list of TACs that were closed previously. The NRC closed these TACs after reviewing your response to each specific licensing action or amendment withdrawal request.
This letter closes all licensing activities that were related to continued operation of TNP. These activities are not required for a non-operating permanently defueled facility.
