NPF-42 During an NRC inspection conducted May 3-7, 1993, a violation of NRC requirements was identified.

In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR 2, Appendix C (Enforcement Policy), the violation is listed below:

Operating License dated June 4,1985, requires that the licensee fully implement and maintain in effect the Commission approved Physical i

Security Plan, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p).

Paragraph 3.8.2a of the Physical Security Plan requires, in part, that the microwave intrusion detection system will detect an intruder crawling through the zone.

Contrary to the above, on May 4, 1993, the inspector determined that a large section of the intrusion detection system in Zone 2 would not.

alarm when a person crawled through the test area. An alarm was received when the licensee used a 12-inch aluminum ball to simulate the crawl test, but no alarm was received during the crawl test as required in the Physical Security Plan.

This is a Severity Level IV violation.

i The licensee's corrective action for the above violation was reviewed on May 4 and 6,1993, and determined to be adequate to correct the violation and prevent recurrence. Accordingly, no written-response is required for this violation.
