The Office of Nuclear Reactor Regulation is conducting audits at several reactor plants to assess the processes used by licensees in controlling i

commitments that affect their facility's current licensing basis. The staff's i

study of current licensing basis is.important to the Nuclear Regulatory l

Commission (NRC) with respect to activities involving license renewal. This effort follows up on earlier NRR audits that recognized variations in the l

methods licensees use to manage their current licensing basis and their i

commitments made to the NRC. The current audits will-assess the processes in more depth and evaluate the safety significance of any process weaknesses l

identified. McGuire Station was selected as one of several stations that we are auditing.

In an attempt to minimize the impact on your staff, the selection of McGuire Station and the audit plans and schedule were discuss 2d with Mr. R. Sharpe, McGuire Compliance Manager, and June 7 was agreed upon for l

beginning the audit.

i The audit team will arrive on site June 7, 1993, and the audit is expected to take five days. The team is comprised of Eric Leeds (Team Leader), Steve Stein and Rebecca Ncase. The team will conduct an entrance meeting on the i

afternoon of June 7, during which the team would appreciate a brief presentation on your programs and processes for controlling the McGuire Station licensing basis. Specifically, the presentation should address maintaining and updating your FSAR, managing commitments made to the NRC, and reporting changes to commitments made to the NRC.

Emphasis should be placed on how you determine the basis for reporting changes to the plant, procedures, and previously made commitments.

The team will evaluate the control programs for your licensing basis by reviewing several previously selected issues. These issues are:
