NOTICE OF ENFORCEMENT DISCRETION FOR TENNESSEE VALLEY AUTHORITY REGARDING BROWNS FERRY NUCLEAR PLANT UNIT 2 l-!
By letter dated May 17, 1993, the Tennessee Valley Authority (TVA) requested j

the U.S. Nuclear Regulatory Commission (NRC) to exercise its discretion not to-enforce compliance with the required a::tions of technical specification l
Limiting Condition for Operation (LCO) 3.5.8.9.
TVA informed the KRC that required repairs to an inboard residual heat removal (RHR) injection valve would render the Browns Ferry Nuclear Plant (BFN) Unit 2 incapable of.
i providing an automatic low pressure coolant injection (LPCI) flow path as required by LC0 3 5.B.9.
TVA provided, as justification for continued operation, a commitment that both
[i Core Spray loops will remain operable during repair activities.
Furthermore, TVA stated that the RHR loop being used for shutdown cooling will retain.the
-l capability to be manually realigned for operation in'the LPCI mode. TVA also stated that plant operators are trained and have procedures available to-perform this realignment, and that these procedures would be reviewed with the plant operators prior to utilizing this enforcement discretion.
i Based on our review of your justification, including the compensatory measures' identified above, we have concluded that this course of action involves minimum or no safety impact, and we are satisfied that this exercise of.
.i enforcement discretion is warranted from a public health and safety perspective. Therefore, it is our intention to exercise discretion for the period from 4:00 p.m. Eastern Daylight Time, Monday, May 17, 1993 until 4:00 a.m. Eastern Day!ight Time, Friday, May 21, 1993. However, we will j
