SUBJECT: NRC INSFECTION REPORT NOS. 50-289/93-11 AND 50-320/93-05

This refers to the inspection conducted by Mr. F. Young of this office from March 28,1993

- May 10,1993. The inspection included a review of activities authorized for the Three

Mile Island Nuclear Station. At the conclusion of the inspection, the findings were discussed

with you and other members of your staff. Inspector observations indicated safe and

conservative operation.

Areas examined during the inspection are identified in the report. The inspection consisted of

document reviews, interviews, and observation of activities relevant to the health and safety

of the public. The purpose of the inspection was to determine whether activities authorized

by the license were conducted safely and in accordance with NRC requirements.

Based on the results of this inspection, one of your activities appeared to be in violation of

NRC requirements, as specified in the enclosed Notice of Violation (Notice). Due to an

inadequate drawing change, the heat sink protection system was miswired. We were

concerned about this violation because the installation was verified by both Quality Control

and Startup and Test personnel. In addition, the miswiring resulted in an inadvertent partial

actuation of the emergency feedwater system that unnecessarily challenged plant operators.

Since your evaluation and corrective actions for this violation have been completed and were

review 1 and found acceptable during this inspection, no response to this violation is

required.
