Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to Nine Mile Point Unit 2 Operating License NPF-69. Also enclosed are the proposed changes to the Technical 1
Specifications set forth in Appendix A of the above mentioned license. Supporting information and analyses demonstrating that the proposed changes involve no significant hazards consideration pursuant to 10 CFR 6 50.92 are included as Attachment B.
The proposed Technical Specification changes contained herein represent revisions to Specification 2.2.1, " Reactor Protection System Instrumentation Setpoints," Specification 3/4.2.2, " Average Power Range Monitor Serpoints," Specification 3/4.3.6, " Control Rod Block Instrumentation," and l
Specification 6.9.1.9, " Core Operating Limits Report." Specification 2.2.1 is being proposed for revision to increase the setpoints for the Average Power Range Monitor (APRM) Flow-Biased Simulated Thermal Power - Upscale Scram. Specification 3/4.2.2,3/4.3.6, and 6.9.1.9 are being proposed for revision to remove reference to the APRM rod block instrumentation. Associated changes to the Bases of Specification 3/4.2.2 are provided as well. In addition, the proposed amendment contains an editorial change to Specification 3/4.3.6. The proposed changes are consistent with NUREG 1433, " Improved Standard Technical Specifications for BWR/4." Niagara Mohawk requests app oval of this amendment by October 15, 1993 to support restart from the upcoming refueling outage.
Pursuant to 10 CFR 5 50.91(b)(1), Niagara Mohawk has provided a copy of this license amendment request and the associated analyses regarding no significant hazards consideration to the appropriate state representative.
