Nuclear Regulatory Commission Attn: Document Control Desk Washington, D. C. 20555 Re: Nine Mile Point Unit 2 Docket No. 50-410 NPF-69 Gentlemen:

On December 30,1992, we submitted an Application for Amendment to the Nine Mile Point Unit 2 Operating License NPF-69. This application contained proposed revisions to Technical Specifications Sections 3.4.3.1 and 3.4.3.2 in accordance with the drywell leak detection requirements of Generic Letter 88-01.

In a telephone conference with the Staff on March 17,1993, it was determined that our proposed alternate method of determining drywell floor drain leakage rate, as outlined in the amendment application, was more restrictive than was necessary. It was agreed that the specific alternate method of drywell leakage rate detection contained in Section 3.4.3.1 of the proposed amendment would be removed from page 3/4 4-12 and that the alternate methods would be added to Bases of 3/4.4.3.1, " Leakage Detection System," on page B 3/4 4-3.

Revised pages containing the foregoing changes are enclosed. We have also included an addition to Bases 3/4.4.3.2 to clarify why the 2 gpm increase in 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
applies only in Mode 1. During the telephone conference, it was agreed that it was unnecessary to alter the significant hazards or supporting information contained in the amendment application.
