VOGTLE ELECTRIC GENERATING PLANT, UNITS 3 AND 4 ISSUANCE OF AMENDMENTS AND GRANTING OF EXEMPTIONS RE: PCS WETTED PERIMETER TEST MODIFICATION (LAR-19-018) (EPID L-2019-LLA-0235)

Dear Mr. Whitley:

In response to your application dated October 31, 2019, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos. 175 and 174 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The request consists of changes to the Inspections, Tests, Analyses, and Acceptance Criteria (ITAAC) in COL Appendix C, with corresponding changes to plant specific Tier 1 information, and Updated Final Safety Analysis Report (UFSAR) Tier 2 information (which includes the plant specific DCD (PS-DCD) Tier 2 information).

The amendments authorize changes to the VEGP Units 3 and 4 UFSAR in the form of departures from the incorporated PS-DCD Tier 2 information and involve changes to COL Appendix C. Specifically, the proposed changes modify ITAAC No. 2.2.02.07b.i to allow the containment vessel wetted perimeter measurement to be taken at any elevation between the 266 ft. and the spring line, instead of the current requirement of taking the measurement directly at the spring line (approximately at elevation of 244 ft.). The exemption allows changes that impact Tier 1 of the PS-DCD and Appendix C of the facility COL as specified in License Amendment Request (LAR)19-018. This exemption is related to, and necessary for, the granting of the license amendment which is being issued concurrently.

A copy of the related Safety Evaluation, which includes the staffs evaluation of the amendment and exemption is enclosed. The notice of issuance of the amendment and the exemption documents included in this letter will be published in the Federal Register.
