This letter transmits the report of the resident safety inspection conducted by Mr.-D. Vito for -
the period January 19, 1993, through February 22,1993, at the Oyster Creek Nuclear
Generating Station. The inspection consisted of document reviews, personnel interviews and -
observations of activities relevant to the health and safety of the public. Inspectors discussed -

the findings with you and members of your staff after the inspection.

Inspector observations during this report peried indicate that activities conducted were
[
generally safe and conservative. However, Section 1.4 of this report summarizes a ;
!
January 23,1993, event that resulted in thermal stratification within the core region due'toi
!
degraded operation of the shutdown cooling system. An NR_C Augmented Inspection Team '
(AIT) was sent to investigate this matter on January 26, .1993. The findings of the AIT are
included in NRC Inspection Report 50-219/93-80.
