E ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power & Light Co.
Docket Nos.: 50-325 and 50-324 Brunswick License Nos.: DPR-71 and DPR-62 During an NRC inspection conducted on January 11 - February 12, 1993, a violation of NRC requirements was identified.
In accordance with the " General Statement of Policy and Procedure for NRC Fnforcement Actions," 10 CFR Part 2, Appendix C, the violation is listed below:
A.
Technical Specification 6.8.1 requires that written procedures be established, implemented, and maintained for applicable procedures recommended in Appendix A of Regulatory Guide 1.33, November, 1972.
Appendix A to Regulatory Guide 1.33 requires, in part, that specific procedures for surveillance tests, inspections and calibrations be written and implemented for each surveillance test, inspection or calibration required by the technical specifications.
Carolina Power &
Light Company Periodic Test procedure PT-20.5.1, Primary Containment Inspection, was written to provide requirements for visual inspections of the containment structure which are performed to meet Technical Specifi-cations 4.6.1.4.1 and 4.6.2.1.e.l.
Paragraph VI.C.2 of PT 20.5.1 requires that indications (rust stains or corrosion) be measured sketched and described on the procedure data sheets.
Paragraph II of procedure PT 20.5.1 requires the indications to be evaluated per procedure ENP-12.
Contrary to the above, the depth and extent of corrosion of the drywell liner plate at the intersection of the interior concrete floor and interior drywell liner plate around the entire circumference of the drywell was not measured or evaluated when the inspections were performed in 1987,1989,1990, and 1991 in the Unit I drywell and in 1988, 1990, and 1991 in the Unit 2 drywell.
This is a Severity Level IV violation (Supplement I).

i 20555 with a copy to the Regional Admanistrator, Region II, and a copy to the NRC Resident Inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation:
(1) the reason for the violation, or, if contested, the basis for disputing the violation, (2) the corrective steps that have been taken and the results achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when full compliance will be achieved.
