RESPONSE TO GENERIC LETTER 92-04 " RESOLUTION OF THE ISSUES RELATED TO REACTOR VESSEL WATER LEVEL INSTRUMENTATION IN BOILING WATER REACTORS," HOPE CREEK GENERATING STATION (TAC NO. M84284)

This letter acknowledges receipt of your response to Generic latter (GL) 92-04, dated September 24, 1992, and January 7, 1993.

GL 92-04 was issued by letter dated August 19, 1992, to all operating Boiling Water Reactor (BWR)

Licensees.

GL 92-04 requested licensees to promptly assess the impact on their facilities of potentially erroneous level indication due to non-condensible gases, and to implement compensatory measures and long term corrective actions as necessary.

We find acceptable:

(1)

Your review and acceptance of the BWR Owners' Group (BWROG) generic analysis as being applicable to the Hope Creek Generating Station.

(2) Your endorsement of the BWROG commitment, regarding schedule and plans for actions to address postulated errors in PWR water level instrumentation.

(3)

Your endorsement of the BWRb;'s Emergency Procedures Committee guidance.

We also understand that you have sensitized your operators to the potential errors consistent with the BWROG guidance.

(4) Your comitment to implement the longer term BWROG finding resulting from their experimental and analytical programs on a schedule to be provided to the NRC after the BWROG work is complete.

October 16, 1992, for response to instrument errors' due to non-condensible gases. We feel that this guidance provides appropriate information for operators to adequately identify and deal with potentially inaccurate RPV level instrumentation, and expect that this or equivalent guidance, has been incorporated into your station operations.

We understand that you will implement modifications at the Hope Creek Generating Static) your assessment of the BWROG program indicates that modifications are necessary to ensure level instrumentation is of high functional reliability.

It is our understanding that you will provide a response, in accordance with GL 92-04, after assessing the results of the BWROG long-term program, stating what long-terin corrective actions you plan to implement and a schedule to complete these actions.
