By letters dated August 24 and December 17,1992, Southern Nuclear Operating Company (SNC) submitted proposed changes to the Farley Unit I and Unit 2 Technical l Specifications associated with implementation of the new 10 CFR 20 requirements. Based on subsequent telephone conversations with members of the Nuclear Regulatory Commission (NRC) staff regarding their review of these submittals, SNC was informed that the proposed change related to gaseous release rates must be revised in order to demonstrate compliance with effluent limitations. Two alternatives were discussed: One option was based on a concentration u.ahodology and the other was based on a dose rate methodology similar to what is currently required by the Farley Unit I and Unit 2 Technical Specifications.

SNC has evaluated the two alternatives and has elected to implement the dose rate  !

methodology for determining gaseous efiluent release rate limits. Accordingly, you will find enclosed revised proposed changes to the Farley Unit I and Unit 2 Technical Specifications in Attachment I that reflect this decision. Hand marked and revised pages are included in Attachment I which supersede the corresponding pages provided in the August 24 and December 17,1992, submittals. The revised pages provided in the December 17,1992, submittal are used for the hand markups. A safety assessment of the proposed changes is provided in Attachment 2. This safety assessment supersedes that provided for Proposed Change 5 in the August 24,1992 submittal, and the response to Question 470.2 as provided in the December 17,1992 submittal. The safety assessments for each of the remaining proposed changes associated with implementation of the new 10 L CFR 20 requirements and the supporting significant hazards evaluation as it relates to those changes, which were provided in the August 24,1992, submittal remain applicable.

A significant hazards evaluation which supports the dose rate methodology for determining gaseous efiluent release rate limits is provided in Attachment 3. The  ;

environmental evaluation provided in the August 24,1992, submittal also remains {

applicable.  ;

i Based on the analysis provided in the significant hazards evaluation in Attachment 3, SNC has determined that the revisions to the technical specifications do not involve a significant hazards consideration as defined by 10 CFR 50.92.

e The Plant Operations Review Committee has reviewed and approved these proposed I changes and the Nuclear Operations Review Board will review these proposed changes at a future meeting.

  • SNC requests that these proposed changes together with the applicable proposed changes ,

submitted by letters dated August 24 and December 17,1992, and the proposed changes  !

submitted in response to Generic Letter 89-01 by letter dated June 23,1992, be approved l as one single license amendment by September 1,1993. It is also requested that the  ;

conditions of the license amendment be made effective upon implementation of the new i 10 CFR 20 requirements by SNC but no later than January 1,1994.

A copy of these proposed changes is being sent to Dr. Carole Samuelson, the Alabama - 1 State Designee, in accordance with 10 CFR 50.91 (b)(1). j r
