Dear Mr. Shelton:

SUBJECT:

10 CFR PART 50 APPENDIX R EXEMPTION REQUEST FOR THE DAVIS-BESSE CONTAINMENT ANNULUS (TAC NO. M60995)

By letter dated May 18, 1990, you. applied for an exemption to 10 CFR Part 50 Appendix R for the containment annulus region of the Davis-Besse Nuclear Power Station, Unit No. 1.

Part of the basis for your request is that radiant energy shields consisting of Thermo-Lag 330-1 fire barrier material separate redundant trains of safe shutdown circuits within the containment annulus. Since the submittal of your exemption request, Thermo-Lag 330-1 has become the subject of NRC Information Notices, a Bulletin and supplement, and a Generic Letter regarding its fire endurance capabilities.

By letter dated February 24, 1993, you informed the NRC that, based on the ongoing industry and NRC efforts regarding Thermo-Lag 330-1, you plan to submit additional information in support of the exemption request.

Your schedule for submitting this information is by November 1, 1993.

The NRC staff finds this schedule acceptable; however, due to the amount of time until the material is submitted, the NRC staff is suspending its review of your exemption request and closing TAC No. M60995. We will recommence our review under a new TAC Number when the additional information is submitted.

Contact me if you have any questions.

Sincerely,

/s/
