M82739 By letter dated February 6, 1992, Baltimore Gas and Electric (BG&E) proposod changes to pressure-temperature (P-T) limits and low temperature overpressure protection (LTOP) setpoints in the Calvert Cliffs Unit 1 Technical Specifications.
Based on our evaluation, we conclude that the proposed pressure-temperature limits of the reactor coolant system are acceptable for 2
the requested neutron fluence up to 3.25E19 n/cm (about 22 effective full power years) because they satisfy Appendix G to 10 CFR 50.
They may be incorporated in the Calvert Cliffs Unit 1 Technical Specifications.
l BG&E also requested that NRC complete its review of ABB/C-E Topical Report, CEN-381-P, " Low Temperature Overpressurization Transient Pressure-Temperature Limit for Determination of Low Temperature Overpressure Protection Setpoint."
SRP 5.2.2 recommends that the LTOP setpoints protect the P-T curve.
The normal aging process embrittles the reactor materials and as a result the P-T curve needs to be adjusted periodically.
Hence, the operating windov becomes narrower and more restrictive as the reactor ages.
In the topical report, ABB/C-E proposes less restrictive LTOP setpoints/ limits to alleviate this operational restriction.

Recently, the ASME Section XI Working Group on Operating Plant Criteria has proposed less restrictive fracture toughness criteria for establishing LTOP setpoints/ limits to be added to Appendix G to ASME Section XI.
This effort was undertaken at the NRC'S request due to limited staf f resources available to complete review of the ABB/C-E topical report.
The LTOP criteria proposed by the ASME Working Group provide an acceptable alternative to the NRC staff.
Based on our preliminary review, it appears that the ABB/C-E topical report would produce LTOP setpoints less conservative than j
those determined through application of the proposed ASME Code criteria as a result of differences in the fracture mechanics analysis techniques.
Therefore, pending further work by the Working Group, the staff cannot find the topical report acceptable for use by the licensee.
Enclosed are the SER and SALP. This SER conpletes our effort for TAC NO. M82739.
