i The purpose of this letter is to confirm our discussion during a June 5 1990 conference telephone call between Long Islan( l.ighting Company (LILCO)

Stieger, L. Britt, and G. Gisonda) and the Ni staff (W. Butler and inyself)..
.in its letter of January 5,1990, LILCO submitted a request for a license amendment for NRC review and approval. This proposed license amendment, if
' approved, would remove LILCO's authority to operate its Shoreham plant. LILCO 4
termed this proposed license a defueled-operating license."

~In the June 5, 1990 telephone conference call, we-discussed the reasons why LILCO requested a "defueled-operating license" rather than a possession-only license
,(POL), which is the conventional zero-power license granted for facilities slated to be decommissioned. Mr. Steiger explained that LILCO's objective is the removal bl LILCO's' operating authority from Facility Operating License NPF-82. -
Mr.: Steiger stated that LILCO's January 5,1990 submittal may be treated by. the -
l HRC, at the NRC's discretion, either as a request for a POL or a request for a defueled-operating license.
