- 1) The estimated cost for the complete decommissioning of the OSTR facility is approximately $3 million. The OSTR is the reference research reactor in the study performed by Pacific Northwest Laboratories for the U.S.
NRC and reported in NUREG/CR 1756.This 1981 report estimated complete decommissioning costs to be $1.2 million. The multiplier for inflation is 1.54 based on the formula given in 10 CFR 50.75(c)(2), and data published by the Bureau of Labor and Statistics and information in NUREG-1307. Use of this factor results in a,1990 decommissioning cost estimate of $1.8 million based on adjusting the original cost figure incorporated in NUREG/CR 1756.
However, a recent commercial quotation for decommissioning a university reactor facility similar to the OSTR, and actual decommissioning experiences at other similar facilities have resulted in charges around the $3 million mark.
Consequently, we believe that the adjusted NUREG/CR 1756 figure is much too low and it is our opinion that $3 million is a much more realistic and appropr, ate value considering actual 1990 decommissioning costs.

- decommissioning will be requested through appropriate state channels and will

- 5) In accordance with 10 CFR 50.82(a), should the university decide to permanently 17 d3' cease operation of the OSTR, an application to decommission the f acility will be made within two years following permanent cessation of operations or no later than one year prior to expiration of the operating license.
Information submitted in this report has been reviewed and approved by the OSTR Reactor Operations Committee. We trust that the information will meet the Commissions regulatory requirements pertaining to this matter.
