The ' NRC Systematic Assessment of Licensee Performance (SALP) has been

completed for your V. C. Sumer facility.

The fccility was evaluated for the

- period- January 1,1989 through April 30, 1990.

The results of.-the evaluation-

are documented in the enclosed Initial SALP Report.

This report will be

discussed with you at a public meeting to be held at the V. C. Summer facility

-on July 10,'1990 at 9:30 a.m.

The performance of your V. C. Sumer facility was evaluated in the functional
areas .of Plant Operations, Radiological Cont *ols, Maintenance /Surleillance.

Emergency Preparedness, Security, Engineering / Technical Support, and' Safety

1 Assessment / Quality Verification.

The assessment clearly indicates superior performance in the majority. of_ the.

assessment categories.

-V. C. Summer sustained- superior performance of the

-

previous period in Radiological Controls and Maintenance / Surveillance.-

Significant improvement is noted in Operations and Security.

The improvement

Lin _ Security from a Category '2 (declining) to a Category 1 is particularly-

noteworthy. ' I commend your managers and staff for attaining this level of

performance and challenge them-to achieve this same-superior performance in the

remainder of the assessment categories.

. Although not attributed to any single functional area, the staff has a concerr,-

with the large number of plant transients caused by equipment failures which

resulted'in fifteen forced outages. Management attention and involvement appear

a

to-be -; effective in that there have been no forced outages since December 2,

1989. -You also appear to be forward.looking as evidenced by improvements in

physical plant and software systems used to support pit..t operations.

It will be a continuing challenge to maintain and improve upon this level of

performance.

With regard to irrprovements, the staff acknowledges the

conservative approach you have taken in response to off-normal events and to

NRC initiatives; however, the_ SALP Board recommends a more active engineering

involvement in normal plant activities and that your safety evaluations be

strengthened.

Any comments you have concerning our evaluation of the performance of.your

V. C. Summer facility should be submitted to this office within 30 days

following the date of our meeting.

These comments will be. considered in.the

/.cvelopment of the Final SALP Report.

Your comments and a sumary of our

meeting will be issued as an appendix to the Final SALP Report.
