DOCKET 50-155 - LICENSE DPR BIG ROCK POINT PLANT -

RESPONSE TO BULLETIN 90 LOSS OF FILL-01L IN ROSEMOUNT TRANSMITTERS NRC Bulletin 90-01 entitled, " Loss of F111-011 in Transmitters Manufactured by Rosemount", dated March 9. 1990, requested Consumers Power Company to promptly' identify and take appropriate corrective actions for Model 1153 Series B, Model 1153 Series D, and Model 1154 transmitters manufactured by Rosemount that may be leaking fill-oil. This letter is to provides Consumers Power Company's response to Bulletin 90-01 for Big Rock Point. All requested actions contained in Bulletin 90-01 have been completed for Big Rock Point and the required responses are included as an Attachment to this letter.

No transmitters from the manufacturing lots identified by Rosemount, as having a high failure fraction due to loss of fill-oil, have been identified at Big Rock Point.

In addition, Big Rock Point has seen no evidence to indicate loss of fill-oil,in any of the Rosemount transmitters which are utilized at the plant. Therefore,.no transmitter replacements are planned in response to

-Bulletin 90-01 for-Big Rock Point. All transmitters identified in the

' Attachment remain in service.

Response

l None of the transmitters are from the suspect manufacturing lots based on a review of Rosemount's " Suspect List" dated December 22, 1989.

Requested Action 3 Determine whether any of these transmitters may have already exhibited symptoms indicative of loss of fill-oil.

Response

.No symptoms indicative of loss of fill oil have been exhibited for the eight (8) model 1153 transmitters in service. This determination is based on our review of~ calibration records maintained since the transmitters were installed in 1985.. Calibration of the transmitters is performed each refueling outage, thus each has been calibrated four (4) times.

No data is available-for the spare transmitters in stock. Once the lead time at Rosemount is reduced. the spare transmitters will be returned for module-replacement as suggested in the " Utility Decision Tree" provided in Technical Bulletin #4.

Requested Action 4 1

Develop and implement an enhanced surveillance program t monitor transmitters in Item 1.

1 Response Since the installation of these transmitters, Big Rock point has trended the as-found and the as-left calibration records. This practice will 6

continue.

In addition to trending, the four (4) transmitters in the RDS system have been checked to detect loss of fill oil by performing a static alignment

-check.-

This test compares-the transmitters output with no process-leg i

~

. pressure and no. differential pressure across the. cell versus the transmitter output when-the process leg is pressurized to 1350 psig with no differential pressure across the cell. Loss of fill oil will be revealed as a shift in output'si3nal..

k Although the static alignment check has not been performed in the past for

,l the post Incident System transmitters due to their low static pressure

application, this test will be performed periodically beginning with the 1990 refueling outage. The test will be performed at a pressure consistent with the transmitter range.
