SUBJECT:
DUAL EMPLOYMENT WITH NRC AND STATE OF MAINE This memorandum is written in response to your memorandum of March 30, 1990, to Thomas T. Martin, Regiona? Administrator, Region 1.
In your memorandum you stated that you would resign your position with the NRC on April 30, 1990,fbut that, in the interim, you hoped the agency would reconsider the conflict o interest determination and allow you to maintain dual employment.
I have asked Mr. Martin to continue your NRC employment until I could reply.
j I continue to believe that the policy decision regarding this matter, as expressed in William T. Russell's memorandum to you dated November 2, 1989, was appropriate. However, I understand that NRC officials did not raise the question of potential conflict of interest until it reached senior management some months after you were given permission by your immediate supervisor to take employment with the State of Maine.
