VERMONT YANKEE NUCLEAR POWER PLANT - TEMPORARY WAIVER i

0F COMPLIANCE FROM TECHNICAL SPECIFICATION TABLE 3.2.6 - NOTE 1.

By letter dated June 15, 1990 you informed the NRC that certain post-accident monitoring instruments listed in Table 3.2.6 of the Vermont Yankee Technical

' Specifications (TS) did not fully meet the separation criteria of Regulatory Guide (RG)1.97.

Subsequentl condition for operation (LCO)y, you placed the plant in a 30-day limitin9 which would require a plant shutdown on June-28, 1990,'if the criteria of RG 1.97 could not be met. This condition was found,.

i as a result of a Vermont Yankee Nuclear Power Corporation (VYNPC) self-initiated review. You requested an extension of the LCO until your planned outage in i

early September 1990.

The post-accident instruments of concern which are Type A variables, listed in Table 3.2.6, monitor the following parameters:

Drywell Atmospheric Temperature Torus (Wetwell) Pressure Torus Water Temperature and Torus Air Temperature Your letter' dated June 15, 1990, stated that-the cables which do not fully shortrunofcable,(2)inanon-harshenvironmentand(3)(1)inarelatively meet the intent of RG 1.97, in the above four cases, are:

in a non-missile environment. You also stated that all instrument loops are currently functional and that the probability that both redundant instrument loops would be rendered unavailable as a result of not meeting the separation criteria of-RG 1.97 before the September outage is extremely low. The staff agrees with this analyses.

The only hazard that appears remotely plausible would be a fire in the cable-

-vault.

In subsequent discussions with you it was further established that the cable vault, which-houses the cables in question, is protected by a fire suppression and fire detection system that was recently declared operable. The cable vault was also subject to and passed a CO2 integrity test. Additionally, the cable vault is currently subject to a two hour roving fire watch, which

-will continue pending NRC review of your submittal of the fire suppression and

-detaction system.

Based on the above considerations, we believe that an extension of the LCO until the scheduled outage in early September 1990 is justified. We therefore, grant a waiver of compliance from the Table 3.2.6, Note 1, 30. day j

LCO, and extend the out-of. service time until the forthcoming planned outage of September 1990.
