50-219 Oyster Creek Nuclear Generating Station License No. DPR-16 During the Huclear Regulatory Commission (NRC) inspection conducted on Decem-ber 8-12, 1989, a violation of NRC requirements was identified.

with the " General Statement of Policy and Procedure for NRC Enforcement i

Actions," 10 CFR Part 2, Appendix C, (1989), the following violation was iden-tified:

t Technical Specification 3.1, Protective Instrumentation, states, in part, that operating requirements for plant protective instrumentation are given in Table 3.1.1, Protective Instrumentation Requirements.

Table 3.1.1, requires the scram function tr'ip setting for low condenser vacuum be set greater than or equal to 23 inches of mercury ("Hg), with a minimum of two (2) operable trip systems and a minimum of two (2) instrument channels per operable trip system.

Contrary to the above, on December 8,1989, the scrant function trip-setting,for low condenser vacuum was less than 23" Hg for both trip systems, resulting in less than two operable trip systems.

r This violation bas been evaluated as a Severity Level IV violation (Supplement 1),

Pursuant to the provisions of 10 CFR 2.201, GPU Nuclear Corporation _ is hereby required to submit to this office within 30 days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which vrill be taken to avoid.further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time, I
