F 2.0 LIMITING CONDITIONS FOR OPERATION 2.19 Fire Protection System Aeolicability Applies to fire detection and fire extinguishing subsystems in nuclear safety related areas.
Obiective To define the degree of operability of the fire protection system necessary to provide the capability for detecting, alarming, and extinguishing plant fires and to specify corrective actions required when operability requirements are not met.
Soecification (1)
As a minimum, 50% of the fire detection instrumentation of zones shown in Table 2-7 (areas outside of containment) shall be operable. With more than 50% inoperable detector (s) in a zone in safety related areas outside of the containment'or with two adjacent detectors in a zone inoperable:
Within one hour, establish a fire watch patrol to inspect the a.
zone with the inoperable instrument (s) at least once every hour, and b.
Restore the inoperable instrument (s) to operable status j
within 14 days.
If the instrument s are not restored to operable status within 14 days, pre (pa)re and submit a report to the Nuclear Regulatory Commission, pursuant to Section 5.9.3 of the Technical Specifications, within an additional l
30 days, outlining the cause of the malfunction and the plans for returning the Instrument (s) to operable status.
(2)
All but one (1) fire detection zone must be operable, with 50% or I
more of the detectors in a zone operable, in the containment building, except as provided by Section 2.19(3) of the Technical Specifications. With more than one inoperable fire zone:

Tbt provisions set forth in Section 2.19(2) do not apply to time periods during which Containment integrated Leak Rate Tests are being performed.
(4)
Fire suppressions water system shall be operable, except during system testing, jockey pump maintenance or training (not to exceed 7 consecutive days) with both fire pumps, each with a minimum capacity of 1800 gpm, with their discharge aligned to the fire suppression header and automatic initiation logic for each fire pump.
a.
With less than the above required equipment:
(1) restore the inoperable equipment to operable status within 7 days.
(ii) if equipment is not restored to operable status within 7 days, prepare and submit a report to the Nuclear Regulatory Commission, pursuant to Section 5.9.3 of the Technical Specifications, within the i
next 30 days, outlining the plans and procedures to be used to provide for the loss of the system and the cause of the malfunction.
b.
With no fire suppression water system operable:
(i) establish a backup fire suppression water system within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
(ii) notify the Nuclear Regulatory Commission, pursuant to Section 5.9.2 of the Technical Specifications, outlining the cause of the malfunction, the actions taken, and the plans and schedule for restoring the system to operable status.
(iii) If (1) above cannot be fulfilled place reactor in

Specifications, within an additional 30 days, outlining the cause of the inoperability and the plans for restoring the system to operable status.
(6)
The fire hose stations designated in Table 2 8 shall be operable.
With a hose station inoperable, provide a hose of equivalent capacity which can service the unprotected areas from an operable hose station within one hour from the time that a hose station is determined to be inoperable if the inoperable fire hose station is the primary means of fire suppression; otherwise, route the additional hose within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, (7)
All penetration fire barriers protecting safety related areas shall be functional (intact).
With a penetration fire barrier nonfunctional, within one hour, either establish a continuous fire watch on at least one side of the affected penetration, or verify the operability of fire detectors on at least one side of the penetration and establish an hourly fire watch patrol.
Restore the nonfunctional senetration to functional status within 7 days, or prepare and su)mit a report to the' Nuclear Regulatory Commission.

DISCUSSIDN AND JUSTIFICATION OF AMENDMENT REQUEST i
i The proposed Technical Specification change deletes the requirement to provide a fuel performance report after each cycle of operation.
The Technical Specification document change is defined on page 5 15 of Section 5.9, and pages 2 69, 2 91 and 2 92 to change the references to Section 5.9.3.
The sroposed change for deleting Technical Specification requirement 5.9.3.h has )een previously approved in the Safety Evaluation Report for Amendment No.
77 to the facility operating license.
Thus, this change is considered administrative and does not affect the safe operation of the plant.
The requirement to provide the fuel performance report is duplicate to the Licensee Event Report System Rule (10CFR50.73) to report unique, widespread or unexpected fuel cladding failures in the reactor or spent fuel pool.
Page 2-89, 2-91 and 2-92 have been revised to reflect the change in references due to the deletion of item 5.9.3.h and the subsequent renumbering of the pages.
These changes are administrative since they ensure consistency between the references in Section 2.19 and 5.9.3 and do not affect the safe operation of the plant.
BASIS FOR NO SIGNIFICANT HAZARDS DETERMINATION This proposed amendment to the Technical Specification does not involve a significant hazards consideration because the operation of Fort Calhoun Station 1
in accordance with this amendment would not:
P (1)
Involve an increase in the probability or consequence of an accident previously evaluated.
This change implements a previously a) proved revision to the Technical Specifications.
Therefore, this c1ange does not increase the probability or consequences of a previously evaluated l
accident.
This change is considered administrative.
(2)
Create the possibility of a new or different kind of accident from any accident previously evaluated.
It has been determined that a new or different kind of accident is not created because no new or different-modes of operation are proposed for the plant.
The continued use of the i
l current Technical Specification administrative controls prevents the possibility of a new or different kind of accident.
(3)
Involve a significant reduction in a margin of safety.
Administrative specifications involving the deletion of the fuel performance report will not reduce the margin of safety.
Based on the above considerations, OPPD does not believe that this amendment involves a significant hazards consideration as defined by 10CFR50.92.-
