li ENCLOSURE PILGRIM STATUS REPORT FOR THE PERIOD DECEMBER 9.1989 - JANUARY 5.1990 1.0 Plant Status As of 8:00 a.m. on January 5, 1990, the reactor was operating at full power with the turbine generator synchronized to the grid, 2.0 Facility _ Operations Summary At the end of the last report period, the plant was in stable hot shutdown condition following the automatic reactor scram on December 8, 1989 due to a false low reactor water level signal.

The turbine-generator was synchronized to the electrical power distribution grid at 3:15 p.m. on December 12, 1989, and operaicd at about 95% of rated power.

Thc plant reached full power on January 2,1990.

Reactor power had been limited to less thar. full power dus to a limiting control rod pattern, which pre-vented the licensee from reaching 100% of rated power until the control rod pattern could be adjusted.

At the close of this report period, the reactor was operating at full power.

3.0 Items of Special Interest NRC Restart Assessment Panel An NRC Restart Assessment Panel meeting was held on January 4,1990 at the I

Chiltonville Training Center, in Plymouth, Massachusetts. NRC management from Region I, the Of fice of Nuclear Reactor Regulation (NRR), and the NRC resident staff participated. The meeting was open for public observation.

The Panel received a presentation from the licensee on their final self-assessment of the Power Ascension Program.

The Panel also reviewed licen-see performance during the 75% to 100% power plateau. The Panel meets ptriodically to coordinate planning and execution of NRC inspection and licensing activities related to Pilgrim.

The Panel is chaired by Mr. William F. Kane, Director, Division of Reactor Projects, NRC Region I, 4.0 Emergency Notification System (ENS) Reports Isolation of Shutdown Coolina and P'mp Trip u

On December 9, 1989, the licensee experienced an isolation of the Residual Heat Removal System (RHRS) Shutdown Cooling Suction Valves. The action of these two valves going off their full open position activated a trip of the RHR pump. The shutdown cooling mode of the RHR$ is used during normal reactor shutdown and cooldown to remove decay heat within the reactor core.

The Itcensee determined that the isolation of the shutdown cooling suction valves was due to a minor hydrodynamic event actuating the "high pressure (100 psig) interlock for shutdown cooling. This high pressure interlock protects the low pressure RHRS pump. No plant heatup occurred and this event was of minor safety significance.

Tht: RHR system actuation was reported to the NRC via ENS.

Review of this event will be detailed in Inspection Report 50-293/89-13.

Contrary to some press accounts, this event did not involve a reactor scram signal.

5.0 ti,1.grimRestartSta_ffActivities The Pilgrim Restart Staff was in extended shift coverage throughout this report period.

An NRC-developed inspection plan addressing the 100% power plateau, as well as the primary functional areas of operations, maintenance, surveillance, and startup testing was implemented. The inspectors assessed operator performance, organisational interfaces, adherence to procedures, and Tech-nical Specification compliance.

The Pilgrim Restart Staff continued to evaluate the performance of licen-see personnel and the plant.

Contact with the press and public continued throughout the period.

The NRC Restart Manager and Public Affairs Officers from both Region I and Headquarters have been handling inquiries.

On December 31, 1989, Mr. Antone Cerne assumed the position of Resident Inspector at Pilgrim, replacing Mr. Tae Kim, who has assumed the position of Resident Inspector at the Calvert Cliffs Nuclear Power Plant.
