May 21, 1990 through September 14, 1990 BACKGROUND The core thermal-hydraulic code VIPRE-01 was developed under the sponsorship of Electric. Power Research Institute and submitted for NRC review and approval by the 'Uti,lity Group for Regulatory Application. The NRC in its SER on acceptance of.the VIPRE-01 for licensing application required that each utility using VIPRE-01 for licensing calculations submit a description of their intended use of the code and provide justifications for their modeling assumptions, in sup-port of its intended use of VIPRE-01 in the McGuire and Catawba thernal-hydraulic analysis, Duke Power Company therefore submitted for the NRC staff review a topical report DPC-NE-2004, " Duke Power Company, McGuire and Cetawba Nuclear Stations Core Thermal-Hydraulic Methodology Using VIPRE-01."

OBJECTIVE The objective of this technical assistance program is to obtain expert technical services from the contractor to assist the staff in the review and determination of the* acceptability of the topical report DPC-NE-2004 for licensing application to the McGuire and Catawba nuclear stations.

WORK REQUIREMENTS The contractor will review Topical Report DPC-NE-2004 and provide recommendations with bases on its acceptability for the McGuire and Catawba licensing application.

' Subtasks (and Projected-Completion Dates)

Subtask 1, initial Review (May 31, 1990):

The contractor will perform en initial review of DPC-NE-2004 The review will include (1) understanding of Duke's methodology used to determine allowable

. operating limits in terms of power level reactor coolant temperature and pressure and. power distribution, (2) use of statistical core design methodology for the

f I treatment of uncertainties of important parameters such as power, temperature and flow, and (3) thermal-hydraulic analysis methods, basic assumptions, VIPRE-01 model and correlations, sensitivity studies and any supporting data.

Subtask 2, Review Questions (June 8, 1990):

I Based on the initial review of Subtask l', the contractor will generate a set of 1

-questions on the topical report to be sent to the licensee. The questions should-j be specific and serve' to clarify or obtain information on areas not fully dis-l cussed on the submittal. The questions should be as complete as possible to-l i

avoid-necessity of further questions.

Preliminary discussions with the NRC Lead i

Engineer are encouraged.

Subtau 3, final rem ew (June 29, 100):

The contractor will thoroughly review the topical report and the licensec responses to questions, if necessary, additional questions may be generated to clarify the licensee responses which are still not satisfactory.

The review may

.also involve discussions with the licensee, at the arrangement of the NRC Lead

' Engineer, to clarify-all technical issues involved in the submittal.

Subtask.4, Draf t TER.(July 20, 1990):

Based or. the results of the above subtasks, the contractor shall prepare a draf t l

technit.al evaluation report (TER) documenting the review effort, findings, con-l clusions and recommendations on the acceptability of VIPRE-01 as used by Duke in i

the l'cGuire and Catawba thermal-hydraulic analysis. Care should be taken to avoid the inclusion of the licensee's proprietary information in the Draf t TER.

The draf t TER shall-be prepared and send to the NRC Lead Engineer for review and

'Subt.ask 5, Final TER (June 31., 1990):

Upon receipt of comments from the NRC Lead Engineer, the contractor shall prepare a final TFR incorporating-the Lead Engineer's comments. The TER should be in accordance with NRC Manual Chapter 3202, " Publication of Unclassified Regulatory and-.lechnical Reports Prepared.by NRC Contractor." The contractor will submit one reproducible and four reproduced copies of the final report to the' NRC

' Project-Hanager.
