t APPUCATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating Ucense No. DPR 59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this

license.
The Authority previously requested, under exigent circumstances, temporary changes to L
the James A. FitzPatrick Technical Specifications. One of these changes reduced the surveillance test flow acceptance value for a Residual Heat Removal (RHR) pump from 0900 gpm to 8910 gpm. This application for a Technical Specification amendment makes this temporary change permanent.
The proposed change to the Technical Specifications is Attachment I to this Application
- for Amendment to the Operating Uconse. The Safety Evaluation for the proposed change is included as Attachment 11.
