-NOTICE OF VIOLATION

Report No. 90-01 Sa'n Diego State University 5300 Campanile Drive Docket No. 070-01203 San Diego, California 92182 LLicense No. SNM-1158' During an NRC. inspection conducted on May'24, 1990, a violation of NRC requirements was identified.
In accordance with the "Gerieral' Statement of Policy and Procedure for.NRC Enforcement Actions,'! 10 CFR Part 2, Appendix C (1990), the violation is listed below:
License conditio f14.C. of the license states in part that records:of leak-test results shall be maintained *for inspection by;'the Commission and shall be kept in units of microcuries.
O-Contrary to the ibove, on May 24,.1990', no leak; test records were maintained for Irak tests conducted between December 31, 1987 and December 17, 1988,- and between January 1,1986 and November.30,1986; and leak test records maintained from January l', 1985 through June 30, 1989 for 11 plutonium-beryllium neutron sources contain~ed no-information describing the test results and appropriate radioactivity units.
This is a repetitive violation.
This-is a Severity Level V Violation (Supplement VI).
Pursuant to the provisions of 10 CFR 2.201, San Diego State University is hereby required to submit a written statement or-explanation to the U.S.
Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C.
20555-with a copy to the. Regional Administrator, Region V, within 30 days of the date of the letter transmitting this Notice. This reply should be clearly _
marked a " Rep (1) the reason for the. violation if admitted,' (2) the corrective ly to a Notice of Violation" and should include for each-violation:-
steps that have been taken and the results achieved,.-(3) the corrective steps
-that will be-taken to avoid further violations, and (4) the date when full 4..
compliance.will'be achieved.
If an adequate reply is-not received within the.
time specified in this Notice, an order may be issued to show cause why the license,should not be modified, suspended, or revoked or why such other action as._may-be proper should not be taken.
Consideration may be given to extending the response time for good cause shown.
