l Brookhaven National Laboratory has produced the enclosed draf t _ Risk-Based i

inspection Guide for the Vogtle Electric Generating Plant.

It is based on insights from available probabilistic risk assessments (PRAs) and the Vogtle t

j information transmitted to NRC by your letter of March 16, 1989.

As indicated in our letter of January 10,1989, we are making the draf t available to you and the Resident inspector before the final version is produced so that we can benefit f rom any comments and suggestions you may have.

In addition, we would like to have additional information on the following two items:

1.

The type of power-operated relief valves (PORVs) used on the pressurizer and, if air operated, the provisionk for actuation during. loss of the air systJm(e.g.,accumulatorsornitrogenbottle).

2.

The provisions for cooling the bearings ena seals of the charging pumps (e.g.,componentcoolingwater(CCW),nuclearservicecoolingwater(NSCW),
