By letter dated November 17, 1989, you submitted eleven requests for relief from the requirements of Section XI of the American Society for Mechanical Engineers (ASME) Code which you datermined to be impractical for the first 10-year inspection interval at the Perry Nuclear Power Plant, Unit No. 1.
Based upon our initial review of your submittal, we have determined that we will need the information identified in the enclosure to this-letter to complete our review. We request that you provide the information within 60 days of the date of this letter in order for us to maintain our review schedule. We further request that you provide a copy directly to our contractor, EG&G Idaho, at the address below:

First 10-Year Interval Inservice Inspection Relief Requests 1.
Scope / Status of Review By letter dated November 17, 1989, the licensee submitted eleven requests for relief from ASME Code Section XI requirements which the licensee has determined to be impractical for the first 10-year inspection interval at Perry Nuclear Power Plant, Unit 1.

As required by 10 CFR 50.55a(g)(5), if the licensee determines that certain Code examination requirements are impractical and relief is requested, the licensee shall submit information to the NRC to support that determination.

Additional Information/ Clarification Required Based on review of the above submittal, the staff has concluded that the following information and/or clarification is required in order to complete the review of the eleven ISI relief requests:
A.
Relief Request No. IR-017:
Please provide sketches showing the geometry which limits the volumetric examination of the subject welds. Describe how the 50% coverage of the subject welds is obtained.
B.
Relief Requests Nos. PT-001, PT-002, and PT-003: The determination of impracticality for performing the Code-required system pressure tests and hydrostatic tests has not been demonstrated in the relief requests. Also, these relief requests are generic in nature as the specific lines for which relief is requested are not listed. The regulations do not provide for granting generic relief requests. Please provide more detailed information which justifies the determination of impracticality (e.g., itemized listing of line segments, marked-up drawings showing unisolability of the subject lines, operating pressures, Code-required test pressures, proposed alternative test pressures and holding times).
It should be noted that the Section III Code requirements discussed in the " Basis for Relief" of Relief Requests PT-001 and PT-002 are not justifications for relief from inservice inspection requirements.
The schedule for timely completion of this review requires that the licensee provide, by the requested date, the above requested information and/or clarificatons with regard to the relief requests for the Perry Nuclear Power Plant first 10-year inspection interval.
