Dear Mr. Barkhurst:

1

SUBJECT:

-SHUTDOWN COOLING LEVEL INDICATION SYSTEM TAPS (TAC NO. 69791) i i

By letter dated May 21,199'), Louisiana Power and Light Company requested approval'for a common tap iocation for the Reactor Coolant Shutdown Level Measurement System (RCSLMS) and the Refueling Water Level Indication System (RWLIS).. The existing kWLIS uses a two-inch pipe from the Hot Leg 1.

It is proposed that the RCSLMS use this same two-inch pipe as a common header (or j

tap) for the RCSLMS.

i We have reviewed your request and the means by which Waterford 3 will ensure l

no blockage of the two-inch header. These involve pre-operational testing i

each time the systems are brought into service, additional testing during any extended operation at constant reduced inventory level, and a dedicated reactor operator on station to continuously monitor RCS level and temperature.

We agree that these measures should provide the assurance needed to monitor the RCS conditions and ensure against any effects of blockage in the common I

header. Therefore, the use of the existing two. inch line currently providing RWLIS_ indication is acceptable as a common header or tap for the two systems.

i Sincerely, IN David L. Wigginton, Acting Director Project Directorate IV-1 g
