This refers to the routine safety inspection conducted by P. Lougheed and

F,-Maura of this-office on October'30, 1989, through May 18, 1990, of=

- activities at Quad Cities Nuclear Power Station, Units 1 and 2 authorized by

NRC-Operating Licenses No. DPR-29 and DPR-30 and to the discussion of our-

findings with Mr.-R. L. Bax at.the conclusion of the inspection.

Thisninspection was conducted to review the performance of the: containment-

integrated leak; rate tests and local leak rateitests at both units. . In

particular.we are concerned about the lack of corrective actions taken,.

with respect to several' containment penetrations.that, throughout the

last decade, haveLf ailed -their. local -leak rate tests and repeatedly caused the

- containments.to exceed their as found leak rate limits. The enclosed copy of-

our; inspection report identifies areas examined during the-inspection.- Within:

these areas,'the inspection consisted of a selective examination of proc'edures-

'and' representative records,; observations, and interviews with personnel,

excessive leakage with several containment penetrations.
