Gentlemen:
This refers to the team inspection conducted by Mr. Nemen M. Terc of this
office and other accompanying personnel during the period March 12-16, 1990, of
activities authorized by NRC Operating Licenses DPR-5) and NPF-6 for Arkansas
Nuclear One, and to the discussion of our findings with you and members of your
staff at the conclusion of the inspection.
Areas examined during the inspection included the implementation of the
emergency plan and orocedures during the annual emergency response exercise.
We dolayed issuing this report somewhat irs order to allow your staff the
opportunity to provide us with additional information pertaining to our
observations made during the exercite.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
observations by the inspection team. The inspection findings are documented in
the enclosed inspection report.

Within the scope of the inspection, no violations or deviations were
'
identified.
Based on our inspection and observations we concluded that your
actions to protect the health and safety of the public, in response to the
events postulated by the exercise scenario, were adequate.
The enclosed report identifies exercise weaknesses and observations of your
emergency preparedness program. Among the weaknesses identified, those which
are of greater significance and are of special concern to us were:
the failure
to promptly detect and classify the site area and general emergencies; examples
of inadequate technical analysis by the control room, technical support center,
and emergency operations facility staffs-; failure to follow an operational
procedure; examples of poor information flow within the emergency response-
facilities; and the delay in sending offsite teams to obtain offsite
radiological confirmatory measurements.

The nature and scope of the weaknesses identified during the 1990 exercise are
of concern to us and appear to indicate a number of potential weaknesses and a
decline in the performance of the ANO emergency preparedness program. We have
consequently decided to hold a management meeting to discuss these issues
including the root causes of the identified weaknesses and the corrective
measures you propose. We will contact you at a later time to schedule this
meeting.
We acknowledge that, in conjunction with the annual emergency exercise, you have
completed a self-critique of your performance and have identified a number of
weaknesses similar to our findings.
Exercise weaknesses, according to 10 CFR Part 50, Appendix E.IV.F.5, are
inspection findings that need to be corrected by the licensee.
You are
requested to provide this office with a description of your corrective measures
and your schedule for completir.g these actions within 30 days after receipt of
this letter.
We have also examined actions you have taken with rege,rd to previously
identified inspection findings.
The status of these items is identified in
paragraph 2 of the enclosed report.
Should you have any questions concerning this inspection, we will be pleased to
discuss them with you.
