Gentlemen:- ' , This letter refers to the followup maintenance team inspection conducted by Mr. Z. Falevits and others of this office on April 301through May 4, 1990. We E 11nspected activities at the Zion Nuclear Generating Station authorized by NRC- ~0perating-Licenses No. DPR-39 and No. DPR-48. During the inspection, we evaluated your progress in the area of maintenance since the maintenance team ' L inspection that was conducted in the summer of 1989. We discussed our inspection- ' i - findings with-Mr. K. Graesser and others-of your staff on May 10, 1990. LThe enclosed copy of our-inspection report identifies the areas examined during: . the inspection.- Within these areas, we selectively examined work packages, u procedures, and representative! records, made observations, and conducted interv,iews with your personnel. , m . DuringL the previously ~ conducted maintenance team inspection, we identified ) that the areas in most need of improvement were management involvement and l support of maintenance, post maintenance testing,-and. technical support. The- 1 ateam ' determined.that your ' actions were generally good in response to the j 1 weaknesses identified'during the inspection,cincluding the violations and 1 unresolved items. During this followup inspection, the team noted. increased j management involvement to upgrade _the maintenance process, especially the efforts with. maintenance improvement programs. -We noted improvement in-the- ~ ssenior management Performance Improvemert Plan, work packages.and practices program, upgraded preventive maintenance program through the initiation of . reliability _ centered maintenance, engineering involvement in Component Failure

We noted some improvement l 4 'in programs to upgrade the areas of post maintenance testing and system ! engineering. However, we noted additional probtems with post maintenance test 4 uinstructions and criteria, review of vendor = manuals for recommended maintenance, ( (and with system engineers' lack of involvement in root cause analysis, ] (Problem Analysis Data Sheets, and the reliability centered maintenance process.
