NRC INSPECTION REPORT NOS. 50-424/90-08 AND 50-425/90-08
An NRC team inspection of emergency procedures at your Vogtle facility was
-
conducted on May 7-18, 1990 The inspection consisted of selective examinations
of procedures for control of the Vogtle facility during an emergency. Mr. Lawyer,
NRC, lead the inspection.
His report is enclosed.
At the conclusion of the
.
inspection',- the -findings were discussed with those members of 'your staff-
'
identified in-the: enclosed report.
Within - the scope of this inspection, no violations or deviations ' were
identified.
Although procedures were found to be. adequate to support safe
emergency operations, numerous deficiencies were identified. The number and
nature of. these deficiencies place burdens on operators which could reduce-
,
their capability of responding to emergencies. The enclosed inspection report
!
documents our understanding of your intended follow-up to these deficiencies.
These follow-up actions were discussed during the exit meeting.
If your
understanding of these actions differs from the report statements, please
. inform this office.promptly.
To clearly define Georgia Power Company's plans for corrective action to resolve
y
inspection. findings, we request that GPC respond -in writing to this report
within:30' days of the date of this letter. Please respond with a statement of
intended corrective actions, to remedy th'e weaknesses identified with failure
l
to develop .-one ERG procedure,- procedural inaccuracies, poor verification and
validation, lack of r.ules of usage, inadequate step deviation documents and lack
of detai.1 in procedures. Also, please include your schedules and the dates by
which, your review and corrective action will be completed for all of the
findings from this inspection.
This inspection report itemizes a large number of individual step deficiencies
withyour emergency procedures.
Your corrective actions need to include a
,
review of the E0Ps and AOPs for additional similar deficiencies that may exist
'
as well as a review of your verification and validation program that allowed
them to occur.
In accordance nith Section 2.790 of the NRC's " Rules of Practice, "Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosure
will' be placed in the NRC Public Document Room.
