Action Items A-and B of-the CAL-were satisfied basedLupon NRC reexamination of 0

the five~ licensed operato'rstin November 1989 and their subsequent authorization-by this ' office to return to licensed duties.. The remainder:of the' CAL action items (C-E) were evaluated by this office through-an' unannounced; inspection by Region personnel and management meetings of April-23,.1989 and-May-10, 1990.'

We concluded that Zion Station made reasonable efforts to fulfill its commitments t

under the CAL..However, we determined-that'certain-CAL commitments were not:

W appropriately implemented.

Specifically,CommonwealthEdison.Companyi(CECO) committed _in Action Item E to provide enhanced retraining to all licensea operators by March 31, 1990 to address any deficiencies' identified by CECO in f

CAL-Action Item C.

The-inspection determined that 26 of 84 licensed operators did not attend all enhanced training lectures. However, the operators that-missed the scheduled training were arovided the lesson materials and given o

quizzes on the subject material. This make-up was' completed by April 27, 1990.-

One point deserves further mention.

You are reminded that NRC takes very c

Confirmatory Action Letters. Deviations from these committments should be discussed with the NRC prior to implementation. The fact that all license

-holders at Zion would not complete all CAL actions by March 31, 1990 should have been discussed in advance with the Region.

In this way the NRC would have been fully aware of the situation prior to an NRC inspector identifying the deficiency.

I was disappointed this did not happen. We trust that in the future we will be able to rely.on Commonwealth Edison Company meeting p
