Requested Technical Specifications Changes (T.S. 3/4.6.5.1)

Containment Ice Condenser Ice Bed Ice Weight Reduction Gentlemen Attached (pursuant to 10 CFR 50.4 and 50.90) are License Amendment Requests to Appendix A Technical Specifications (T.S.), of Facility Operating Licenses NPF-9 and NPF-17 for McGuire Nuclear Station Units 1 and 2,.

respectively. The requested amendments reduce the required ice bed ice weight of the-containment ice condenser, and correct an error in the T.S.'s Bases section. These changes would provide needed additional flexibility in '

maintaining required ice bed ice weight.

Attachment 1 contains the requested Technical Specifications Changes (" Pen and Ink" markups, identified by vertical margin lines). Attachment 2 contains the justification and safety analysis to support the requested changes. . Included in Attachment 2 is: A) the McGuire Nuclear Station FSAR 1989 Containment Pressure Calculation; and B) a Peak Pressure Reanalysis with Reduced Ice Weight for McGuire Units 1 and 2. Pursuant to 10 CFR 50.91 Attachment 3 provides the analysis performed in accordance with the '

i standards contained in 10 CFR 50.92 which concludes that the requested l

amendments do not involve a Significant llazards Consideration, and Duke-is y forwarding a copy of this amendment request application and No Significant  ;

llazards Consideration Analysis to the North Carolina Department of Human l Resources. The requested amendments have been reviewed and approved in accordance with McGuire Technical Specifications 6.5.1.2 and 6.5.2.8.d., and have been determined to have no adverse safety or environmental impact.

I It is requested that NRC review and approval of these requested amendments be completed by March 1, 1991, in order to avoid a possible mid-cycle '

shutdown to reload ice due to the extended Unit 1/ Cycle 7 fuel cycle. Past operating experience indicates that the Unit I worst case sub group average ice weight at a 95% Icvel of confidence will reach the current T.S. limit approximately April 1991, and a month leeway is desired due to the inaccuracy inherent in such an estimate and other factors (e.g., actual outage length and cycle start dates, etc.). The NRC staff will be kept apprised of any significant changes to the ice condenser's situation.
