SAFETY EVALUATION REPORT, LICENSE'AMENOMENT APPLICATION DATED JUNE 6,1990, RE ADDITIONAL AUTHORIZED PLACE.0F USE
Background
By letter dated June 6,1990, University of Florida requested that.
Condition 10 of Materials License No. SNM-1068 be amendedtto add a new^
facility as an authorized place of use for storage of the special nuclear material under this license.
Discussion The Fuel Storage Area (Room 5) is currently located in-the Nuclear Research Field Building.. UF proposes to include Room 6 in the Nuclear Research Field Building as a new authorized place of use.
Per phone conversation on June 14, ~
1990, the licenste stated that the current radiation protection and criticality safety' controls established-in the license shall be utilized-in Room 6 and that a criticality monitoring system meeting the requirments of 10 CFR'70.24-3 will be maintained whenever fuel is being moved.. The proposed change has been-reviewed and approved.by the UF Safety Review Subcommittee. To permit. storage.
in both rooms, the staff recommends that Condition.10 be revised as follows:

Authorized place of use: The licensee's Nuclear Research-Field Building.
This licensing action does not terminate the use-of Room 5 in the Nuclear-Research Field Building. To decommission this authorized place of use, the area must be decontaminated, and a survey report must be submitted in 'accordance f
with License Condition 11.
In accordance with 10 CFR 51.22(c)(14)(v), neither an Environmental Impact Statement = nor an Environmental Assessment is warranted.

Conclusion / Recommendation The proposed additional authorized place of use is a former licensed storage location.
Since the licensee's existing radiation protection and criticality safety controls will also include this area, the staff concludes that the i
proposed change to the license will have no adverse effect on the public health and safety or on the environment. Approval of the amendment application is i
recommended.
The Region 11 Principal Inspector has no objection to this proposed action..
