Dear Senator Wilson:
I am responding to y7;r letter of May 15, 1990, in which you requested information regarding the operation of Southern California Edison Company's (SCE) San Onofre Nuclear Generating Station. You referred to correspondence that you had received from Mrs. Katherine Crain of Vista, California, who expressed concern over inefficient plant operation, drug use, and personnel qualification.
The U.S. Nuclear Regulatory Comission (NRC) is responsible for ensuring that commercial nuclear power facilities are operated safely. To satisfy this responsibility, the NRC has established certain requirements with which the commercial nuclear power industry must com)1y. Among these are requirements for utilities to conduct screening and baccground investigations of job applicants and to perform drug testing of new and current employees.
Additionally, training and qualification requirements are specified for-reactor plant operators, maintenance personnel, and other employees who are critical to safe nuclear power plant operation.
Several NRC representatives are stationed at the San Onofre site to monitor plant operations and to ensure that SCE is complying with NRC regulations and requirements. Additionally, other NRC representatives routinely conduct unannouu:ed inspections at San Onofre. Based on our inspection and oversight activities at San Onofre, we are satisfied that the San Onofre Nuclear Generating Station is being managed and operated in a safe and responsible manner.
NRC does not regulate the efficiency of nuclear power plants.
Our concern is that the plants operate safely and we believe safety and efficiency can be compatible.
With respect to substance abuse the NRC has required nuclear utilities to establish and implement effective drug testing programs. We have reviewed the program being implemented at San Onofre and view it to be effective.

The Honorable Pete Wilson The determination of plant operating efficiency is somewhat subjective and can be measured in several different ways. Typically, if a plant requires outages of long duration to repair or replace equipment, it does not ope, ate as r
efficiently as a plant that requires fewer outages of shorter du^ ration.
For San Onofre Unit 1 SCE has typically required longer duration /utages to satisfy certain NRC requirements. WhiletheselongerduratJonoutagesreduce plant operating efficiency, the reduced efficiency does n t indicate unsafe operation.
It is unfortunate that substance abuse continues to b a problem in our society.
We have addressed this problem in the nuclear indus y by requiring nuclear utilities to establish and implement effective dru testing programs. We have reviewed the program being implemented at San On re and view it to be effective.
